The state of the Union is Joe Biden. Before him, it was Donald Trump, Barack Obama, etc.
The State of the Union was not supposed to depend on who was President. The Constitution aimed to prevent that. Presidents were intended to be quasi-caretakers, tightly constrained in the range of their actions and decisions. Similar limitations bound Congress and the Supreme Court.
The late Joseph Sobran described the Constitution as “an anti-trust act” to protect citizens from government. For over two centuries elected leaders sought to increase power by weakening or eliminating these protections. We are now paying the price for this continuous assault. The Constitution is basically toothless and most politicians are without honor.
Regardless of what you think of Joe Biden or his predecessors, the Constitution limited the power of the presidency. At least that used to be true. Presidents could not just come in and decide to shut down private industry (energy), condone (encourage?) violence in the streets, impose tyrannical restrictions on freedom (Covid nonsense) and effectively repeal the First Amendment via the tech industry.
Presidents now behave like dictators if they choose to do so and their party is complicit with a majority.
The case of Joe Biden is different. Prime Joe was not very bright or ethical. Dotage Joe has aged to the point where his weaknesses have increases and his ethical constraints have been removed. Here is a good summation of the man from Geoffrey Hunt via American Thinker (emboldening added here):

For an invisible subatomic something, Joe Biden sure leaves unambiguous tracks. It is a certainty that wherever Joe Biden spins, a destructive wave set follows. No need for a Heisenberg-style probability. It is certain.
Well, the image of the real Joe Biden has emerged on the film: Joe Biden is like a composite sketch from a committee of police artists. Anyone paying attention to Joe Biden’s political life over nearly five decades knows he is an intellectual flyweight, an unrepentant plagiarist, a self-serving corrupt hack who could not get elected anywhere but Delaware, an ignoramus unable to command any aspect of policy –foreign or domestic– an inveterate liar, a morally despicable fraudster.
Who is Joe Biden?
In the wake of his 2022 State of the Union address, Joe Biden is beyond the butt of jokes; beyond the anger coming from Americans crippled by his catastrophic energy, immigration, and economic policies; beyond the bi-partisan outrage at his foreign policy disasters; beyond his declared war on parents.
Most of all Joe Biden is beyond sympathy for a senile, frail old man, too often lost in a cloud of neuron decay, with his bone density and brain mass shriveling daily.
Joe Biden is president. Imagine that. And nothing we can do about it.
