I must confess, I have never heard of Leo Gerard. That is why when I read the following, I became interested:

That according to the Ulsterman Report, another entity with which I am unfamiliar.
Anyone wanting to provide information regarding Leo Gerard or the Ulsterman Report are encouraged to do so. I am sure most readers are as much in the dark as I regarding these two elements.
